Visually impaired, hard-of-hearing, and mentally disabled individuals frequently encounter obstacles in online traffic - whether it is a lack of subtitles, visually unclear material, overly complicated texts, or other issues, accessibility is often neglected online.
The general requirements include subtitles as an alternative to an audio track, which must also include information about the background setting.
Within the video player, subtitles must be displayed in sync with the spoken word/audio, and the subtitles must always be retained, even during translation, transmission, etc.
The video player must also enable customization of the subtitles, meaning the font size, type, transparency, and color.
It is up to the platform itself whether to use "closed captions" or "open captions."
If a video has an audio track in a different language and German subtitles, a German audio track is required. If the video has a German audio track and English subtitles, no additional audio track is needed. If the video has an English audio track and English subtitles, no additional audio track is required either.
These requirements are set according to the currently valid version EN 301 549 of BITV 2.0.
