In September 1989, thousands of refugees from East Germany occupied the West Germany Embassy in Prague. After some tough negotiations in NewYork, then foreign minister Hans-Dietrich Genscher, standing on the embassy balcony, spoke the words that would resolve the crisis and make history: "We have co
