The Robin Hood Myth - Milton Friedman's Theory

State social programs help the poor at the expense of the rich - or so one might think. The economist Milton Friedman called this the Robin Hood myth. As an example, he cited state-funded higher education, pointing out that people from upper-middle-class families often benefit the most, while low-income taxpayers end up paying for their education. Ask the class who they think benefits most from government social programs. Watch the Sprouts video about the Robin Hood mythos in class. Share the following insights with the class: The recent elections in the U.S. showed that people with college degrees are more likely to favor social measures such as free education. Highly educated people are also more likely to vote than people without a university degree. Then discuss how these factors can change or influence Friedman's theory. Ask the class to what extent other factors play a role when governments decide on social measures, e.g. lobbies (weapons, tobacco) or demonstrations (Black Lives Matter). Then ask the class if they think Friedman's theory can be applied to modern politics, what it can be used for, and what its limitations are. Finally, you can ask the class what choices they would make to ensure that social programs truly benefit the poor instead of benefiting the middle class.
